Drawing on a Successful Pennsylvania Program In 1982 the Pennsylvania River Otter Reintroduction Project began reintroducing otters into north central and western Pennsylvania. One hundred and five otters have been released so far, and "by 1990, we were confident that the project was viable," reports Dr. Tom Serfass, assistant professor in the department of biology at Frostburg State University and coordinator of the Pennsylvania program since 1982. The first few otters at each release site were fitted with radio transmitters, and feedback confirmed that the otters at each location were not just surviving but staying put and breeding. (Pennsylvania is the first state to formally document reproduction through field surveys.)
